Alcohol % in Pale Ale

G'day Gash,
I recently had a pale ale that I made tested for alcohol by a mate who works in a winery.
It came back at 5.9% which was a bit more than I thought. Also said it was high in residual sugar.
Recipe:
1.7kg Coopers Pale Tin
500g LDM
500g BE2
200g Cracked Cystal
20g Mosaic
20 Centennial
Brewed at 21 litres with 1/2 cup reclaimed US05 & 1 pkt Coopers yeast
Fermented for at least a fortnight, bottled at SG 1.010(ish) - appeared to be well finished
Questions:

How would you adjust the recipe for lower alcohol%, say around 4-4.5?

Could I just add more water, 23 ltrs?

p.s. never had my beer tested before, maybe this has been happening for years!

I think your mate is wrong. Shouldnt be anywhere near that, something is wrong, with 500g of BE2 and 500g LDM you'd be lucky to be 4.5%
And as far as residual sugar 1.010 is about right, somewhere between 1.008 and 1.012 is a typical finish.
WIne and beer are very different.
